If a recovery key is generated can you still recover using a recovery contact?

You can learn more about using a recovery key here: How to generate a recovery key. Based on the article it states two important things to remember when using a recovery key and they are listed below.

"Creating a recovery key turns off account recovery. Account recovery is a process that would otherwise help you get back into your Apple ID account when you don’t have enough information to reset your password."

"Using a recovery key is more secure, but it means that you’re responsible for maintaining access to your trusted devices and your recovery key. If you lose both of these items, you could be locked out of your account permanently."

It appears to me that yes, you can have both a recovery key and a recovery contact (as well as a legacy contact). I use a recovery key, and while I don’t have a recovery contact listed, it appears I can still add one (at least that option is still active and available on my devices with a recovery key in place already).
