" FreeForm " application is Baked Right Into the Operating System.

It can not be deleted / removed - period.

Ventura macOS 13, the Operating System resides in a Sealed and Read Only Volume that can not be opened by the User

The best that can be done is leave it alone and do not use it.

The application only occupies about 22 MB of Space on the drive

Let us ( you and me ) agree to disagree.

To use another example.

You put a diamond in a Combination Vault ( The Sealed and Read Only Volume ).

The Vault ( Sealed and Read Only Volume ) combination is Owned by a Third Party ( Apple )

You what to open the Vault ( Sealed and Read Only Volume ) to Remove the Diamond ( Freeform )

They say they Own the Vault ( Sealed and Read Only Volume ) and will not give you the combination to Open the Vault to Modify the contents in the Vault.

End of Story

Why not? it's not essential system software...

It is a security feature. The apps installed by the system are protected, so they cannot be replaced by malware or modified by malware. Even if you are never using an app, other applications or the system might be relying on the presence of these app and trying to use it. And if it were possible to replace a system installed program by a trojan, this would be be a security risk.

My solution to this is to create a folder in Launchpad and put in it every application that Apple forces me to have installed that I don't use. It doesn't free up the disk space, but it does make Launchpad cleaner.

Technically, no one forced the User to Install Ventura

That was a conscience and purposeful action done by the User
