Has Apple or YouTubeTv resolved this? I saw an older post about this same subject but no apparent resolutions. Every time I try to jump 15 seconds forward or back on the YouTube tv app with the AppleTV remote it pauses and won’t jump. It didn’t used to do this, it just started with no apparent changes on my end.

This behavior is apparently a bug in the YTTV software that does not properly support the 15 second skip feature of the new, silver ATV remote.
To skip forward in both YTTV and YouTube press once, then press again to skip forward. Then press the play button.

doubt it's something apple could fix, it would be strange if they would change fast forward in a way which would only affect your youtube app
Same. This issue surfaced around December 10th, 2022.
