MACBOOK PRO M2 looses connectivity to internal keyboard and touch pad. Will not boot.

When the machine boots it goes directly to a Wireless Mouse Picture showing how to turn it on, and a wireless keyboard and how to turn this on. This is a new MACBOOK PRO M2. Attempting to enter recover mode using with Command R from start up does not work. What is another way to recover the keyboard and touchpad?
