I have not been able to import photos since upgrading to Ventura. I connect my iPhone by hardwire to the my Mac, but photos will not transfer to my Mac. I have tried privacy settings, turning off hotspot, placing on airplane mode (toggling) and nothing works. I reverted back to Monterey which worked for downloads, but my photos file will not open with Monterey any more. Any ideas?

Is your Library on an external disk? Is that disk formatted Ex-Fat or similar? If so, the library needs to reside on a disk formatted Mac OS Extended (Journaled) or apfs. That's the solution. Reformat the disk with disk utility. Just bear in mind that reformatting erases the disk so back up important data first.

If the disk is not very full, you could try add a second partition to the disk, formatted as APFS, then copy the images you want to import to the APFS partition: Partition a physical disk in Disk Utility on Mac – Apple Support (UK)
Thank you for your response. I assume that I can just back up my photos file to another external drive, reformat the HDD from ExFat to APFS and then transfer the photos file back to the HDD. Is there a way to reformat the HDD without losing data? Thank you!
Thank you for the feedback. I have my file backed up on a separate hard drive for safe keeping. Could you verify if this is the correct approach? I will partition my 1TB SDD into 2 x 500GB partitions. Format the new partition to APFS and then import the file to the APFS partition. Once done, I then format the 500GB partition (in ExFAT) to APFS? I assume that this will allow for the entire 1TB disk to be fully formatted. Thank You
No. Reformatting means erasing and so you must back up data first.
