I can't Complete My Apple ID

on my Ipad 2 which i bought used when i created a new account and logged in and went to download an app it says to complete my apple account but then when i click on next when agreeing to the terms and conditions it get stuck and then does nothing the nest button reappears and nothing changes. (Pakistan)

My Ipad won't allow me to register I purchased new ipad and tried to register, but screen wouldn't allow me to log in with Apple ID. After several attempts my new ipad just say it is unavailable

Won't allow me to complete my apple ID I have gone into my local apple store twice, and contacted apple support but they were unable to help me. I purchased two ipad minis and have two apple IDs but I am unable to purchase apps. It tells me I have to review my apple ID, which I do but then won't let me continue after I have selected my country and the terms and conditions. The apple support team weren't even able to link to my ipads. What could be the problem?
