Why can I only get an approximate location on my iPhone?
That could be, but if there are Wi-Fi networks that the phone can “see" near the garage (even if the phone doesn’t connect to them) it would still be possible to get a position. Does the approximate position show it in the garage?
Good news. I was able to log into iCloud find and that was able to pinpoint the exact location. Thank you for your help.
What are you doing specifically, and what app are you getting the approximate location in?

Not sure it is my son’s phone
Find my iPhone on my sons iPad
That could be one reason; another is Wi-Fi might be turned off and the phone does not have a good view of the sky.
It might be in a parking garage so that would block the signal maybe?
