I have tried everything: Settings, Focus, Do not disturb (shows on). Will not toggle the "turn off in one hour" screen. When I press DND, it comes up with the "allow notifications" page but does not give me the option to turn it off. HELP! I've tried everything online!

Go to Settings > focus > Do Not Disturb> in the “ SET A SCHEDULE” section tap on it and delete the schedule.

Have you tried turning it off by the control center?
if so and it turns on by itself make sure that the “ share across devices” is turned off .
That’s the mystery: I don’t have a schedule set!
