Can you clarify for us where you are checking for the camera and microphone option? Are you looking in Settings > Snapchat and Settings > Instagram or Settings > Privacy & Security > Microphone and Settings > Privacy & Security > Camera? Your answers can help us determine possible next steps.
If you haven't already, you can also see if the steps below may help with the camera and microphone access for those apps:
