I’ve noticed some bugs with using iPad + apple keyboards (smart keyboard folio, magic keyboard):
It fixes when I reconnect keyboard to iPad or reboot device.
But it is so annoying to do this every time.
These bugs are not fixed since IOS 15.

For language switching, try using Control Space instead of Globe/Fn. Or Caps Lock if you are switching between Latin and non-Latin.
Make sure that in your Accessibility setings that Full Keyboard Access is turned OFF.

Have you updated your iPad to iPadOS 16.2?
I checked. It was turning OFF by default.
