i am unable to click Ágree' to terms and conditions after resetting my 2013 Mac. The button is there but i am not able to click it, ive clicked all the way back to see if i missed something, but all else is fine

i am unable to click Agree' to terms and conditions after resetting my 2013 Mac.

The button is there but I am not able to click it, Ive clicked all the way back to see if i missed something, but all else is fine - All the auto updates were done over the years, so no problems there, but my PC was running slow (i dont use it all that often), so i thought i would reset it in the hope it would be a bit faster.
