Iphone battery icon flashing. intermittent connection during charging

I face the mentioned issues during charging on PD. I'm wondering if its iOS 16 issues, wondering if anyone encounter as well. I have a few phones and tested it out as per below:

Charger: Benks QC/PD

Cable: Original iPhone USB-C

Iphone 13 Pro (iOS 16.2) - Battery Icon flashing/not charging

Iphone XS Pro Max (iOS 16.2) - Battery Icon flashing/not charging

Iphone 7+ (iOS 15.7.2) - No issues charging

If i switch to use a normal USB-A charging, all works fine. What could be the problem?

We understand that you aren’t able to charge your iPhone as expected.

Please try another USB-C to lightning cable. This will allow us to see if the cable is the issue.

Now this is the funny part. I've tried many different ways of mix and match and these are the results i have:

1) On a original apple 20w + apple cable: all 3 devices work

2) on a original apple 20w + 3rd party PD cable (Rock): all 3 devices work

3) on a 3rd party charger (benks) + apple cable: both iOS 16 device start blinking. iOS 15 device works

4) on a 3rd party charger (benks) + 3rd party PD cable: same as point 3

Now i would like to safely assume its the Benks charger that is the issue. However, its brand new and one of the device is charging properly on the PD. All 3 will charge fine on the USB regardless of 3rd party cable or apple cable.

Any ideas?
