Apparently, you are talking about messages you receive from your cellular carrier explaining that your voicemail mailbox is full!

Remove old voicemails. If you don’t know how, seek assistance from your cellular carrier.

“Messages” presumably refers to the Messages app. “Mailbox” refers to the Mail app.

If in fact you deleted mail messages and not text messages, perhaps they ended up in a “Trash” mailbox and still occupy space on your iPhone. That would depend on your email service provider and your specific email account setup.
