There are many changes within iPadOS15/16 - of which one is the Today view available from the first Home Screen - which in Landscape orientation could be persistently displayed on the first Home Page.
With iPadOS15/16, you are now able to freely position equivalent widgets on any of the Home Screens - but you have lost the “compact” first Home Screen layout that shows a compressed 4x6 grid of App/Folder icons and Today view in Landscape screen orientation.
While the persistent Today View is no longer available, the Today View remains available as a slide-over in both Landscape and Portrait screen orientation.
For large-screen models of iPad, Widgets placed on a Home Screen now individually occupy one or more elements of a 4x6 icon grid. Home Screens without Widgets retain the familiar 5x6 icon grid layout. The slide-over Today View, previously seen in Portrait screen orientation from the first Home Screen, is still present - and is now also seen in Landscape. However, slide-over does not incorporate the Time and Date panel.

The iPad User Guide is also a rich source of information - and is especially useful in becoming familiar with the many changes and new features introduced in iPadOS15/16. The Guide is available both online using a web browser (such as Safari), or as an Apple Books download:

Today view on the Main Home is gone in iPadOS 15 and later.
Widgets can now be placed anywhere on any Home screen, now.
You can set up widgets to all go to one side of a Home screen and stack widgets on top of each other, but this is best to hope for now.
Today view is gone from the Main Home screen.
Sorry.
