There are two distinct parts to Time machine.

Time machine.app is used only for checking and restoring from existing Time machine backup sets. As kaz-k suggests should be in your Applications folder. It is not typically stored on the dock, but the dock is merely a set of alias to the actual applications.

The 'backing up' part of time machine apparatus is built deeply into MacOS. it can be controlled with Its System Preferences pane (renamed in Ventura to system settings). This part allows setup, disk selection and initialization, and initiation of backups. Its status pane tells when a backup is in progress, what stage is in progress, and reports the span of dates covered by a particular backup disk.
