Ventura lacks Time Machine on menubar

The option to display the Time Machine icon on the menu bar has disappeared in MacOS 13 (Ventura). The omission is a significant pain in the butt. My backup disk is connected, but the Time Machine panel, hidden inside the General panel in System Preferences, says "the backup disk could not be found" (it show as connected in Finder). The "start backup now" option also is missing.


So, how do I get the backup to start?

It's in System Settings > Control Center. Scroll to the bottom under Menu Bar Only.
