Are you using a saved Apple ID and password? If so, what happens if you don't use the saved Apple ID and password and type it in instead? You could test it out.
We do want to mention that VPNs and security software may cause network connection issues, as described here: Check VPN (Virtual Private Network) and third-party software to help resolve network connectivity issues Which means, you may have to uninstall these types of software to resolve the issue. If that's the case, you may need to contact the developer for assistance with removing it. After removing the software, restart the Mac normally by:
- Going to the Apple menu
- Selecting Restart
