bookmarks target
How to specify targets for bookmarks under ventura
When I make a bookmark it automatically goes into Blogs
iMac 21.5″, 10.13
If you add it from the address bar, you should be able to pick the location. I don’t use any other method.

But in second image, one can assign to any folder of Users' Choice
