Action Cannot Be Completed

I was able to activate Encryption after updating to iOS 16.2. Now on my computer, when I tried to log into the iCloud app, program, it said Action Cannot Be completed.

This did not help for me as iCloud ID is different as my AppleID for purchases.


On Windows 11 I had to go to "Settings -> Apps -> iCloud". Then press on the 3 dots on the right side and scroll down to reset. This did work for me.

I had set up advanced data protection a week or two ago on my iPhone, two windows 11 pc's and one windows 10 PC. Everything worked fine, until this morning. iCloud on both win 11 pc's insisted that I log in, but every time I tried, it gave an error message "action cannot be completed" (I only use PC icloud for access to photos and bookmarks). I logged into icloud.com, was advised to set iPhone iCloud setting to "access iCloud data on the web". Then, on icloud.com, I was advised to select an app (e.g. photos) to get temporary access... which would be revoked every time I logged out. On another identical win 11 PC, the iphone message was that it was not supported and needed to be removed from advanced data protection. It listed that windows 11 PC as a windows 10 iphone!?!. "Removing" the PC did not work. Not a very good user experience. In addition, if I had lost my iphone, I would have lost access to everything in icloud.com until I had a replacement iphone. I concluded that the E2E Advanced Data Protection was too cumbersome and buggy so I decided to remove it.

It sounds like you are unable to turn on Advanced Data Protection for iCloud on your Windows computer. We know how important this is for you, and we will help get you to the right place to find a resolution.


The first thing to try is the steps listed here, which can often resolve this type of issue:

If one of your devices prevents you from turning on Advanced Data Protection, you can choose to remove that device from your Apple ID device list and try again. While Advanced Data Protection is enabled for your account, you can sign in with your Apple ID only on devices that meet the software requirements listed above.

Same thing for me. After logging in, I get a box that says "Verification failed" for the title and "Action cannot be completed" for the message. iCloud for Windows, latest version pulled from the MS Store. (This version is "supposed" to support Apple's new advanced encryption, which I did enable.)


I tried signing out, uninstalling/reinstalling the app, and removing all Windows devices from my iCloud account and I get the same error no matter what.
