Activation Lock requires the Apple ID and Password or the original owner who set up the device. Without that info, you will never be able to use the device. Activation Lock is an important theft prevention feature and cannot be by-passed. If you can't unlock the iPad, it can be recycled at any Apple Store. Read this link...
