So if I have an Apple Watch Series 3 I can’t use advanced data protection on any of my other devices without removing my Apple Watch from my account and going without one altogether or having to use purchase a newer one?

The enhanced security which is only available in USA at the moment requires all of your devices signed into your Apple ID to be of a minimum operating system level. So yes you would need to pair a newer Watch to take advantage of it.

This is not a new phenomenon, it has happened for years.
