Apple Pay Verification Failed

I am the age of 18 years old and I am in the process of getting a Driver's license. The only form of Identification I have is my passport and Military ID. For some reason when I try to upload a photo of my MIlitary ID, It says that it is invalid, and it restricted my account. How can I fix this without having to get a Driver's license first?
