Am connected with Wi-Fi and mobile data network but I can’t upgrade a new version?

Do you have a MDM profile?
If so, contact your company - IT department.
What happens when you go to Settings -> General -> Software Update -> Download and Install?
Do you get any error message?
Try again to update your iPhone.
You need about 6 GB device storage and good Service & Wi-Fi.
If they are On, turn Off Hotspot & VPN.
Charge the battery > 70%.
