webloc default app locked

new Ventura release locked permissions on webloc files. Can no longer choose default browser. Get following error message when trying to change default app. "The item is either locked or damaged, or in a folder you don’t have permission to modify (error code -10823)."

I have since 1984 (Lisas and Macintoshes) and ONLY for personal use… if I should list the disappointments I had by Apple policies, I should write another book (in 2003 I bought and gave as a gift another book about why I was in love with Steve's , besides a decision about which he asked if to bring to trial who copied the genial shape of the iMac and I said "Better not!") but this "ameriKanish" way to climb the top at the Wall Street brought it to lose 1.000 BILLION $ last year… for the iPhones!!! Recently they made important steps back on the MacBooks (back the MagSafe, no more fancy 'touchbars', back proper keyboards throwing the 'butterfly, back some more ports) but on the software side… they are 'iPhonising' PERSONAL COMPUTERS, treating us as sheep lead by wolfs!

Oh, I see… it means that I have to buy a new Mac (supporting OS X 13.2) to solve an OS X bug, right? I'm going to run to the first Apple store I can find; don't stop me with further clever suggestions, I CAN'T WAIT!

My MacBook Pro 'supports' OS X till version 10.13.6 AND I DON'T SEE ANY ADVANTAGES (being very well informed) but only DISADVANTAGES by the newest OS Xes (OS X drags us down to stop to use the Macintoshes as COMPUTERS by only as apple addicted toyphones users!). The only true necessity to buy a 16" (already using still 'inches' as measure after more than 2 centuries by when the metric system was invented in France AND -more!!- as screen 'diagonal' (insane!) measurement, where the diagonal measures all but 16" shows the level of the guys!) is the power of the M 'C.P.U.s' (acronyms, n'est pas?), the low consumption and the best portable device for us photographers. I contemn the bad habit of apple abandoning systems before to have eliminated the bugs, something plaguing the trust in apple by a couple of decades.

My Mac runs macOS 13.2.1 and has Edge set as default browser. Webloc files still open by default with Safari and in the Get Info screen I cannot change this.
