how do I change my menu bar color in Ventura?

I just upgraded my MacOS to Ventura 13.1 and the menu bar is a light gray tone with white text, making it almost impossible to read. I can't find anywhere in the system settings where I can adjust that. Can someone help me figure out how to change the menu coloring?

Change your background color. The menu bar is translucent. It appears you have disabled transparency in the Accessibility System Settings which gives you the gray bar, but it does have a light background and dark background appearance. It may still toggle that with transparency off.

There have been posts where the toggle doesn’t seem to work. I believe the solution was to switch background to something light to get the dark version. Changing the background back to desired background made the toggle start working again. You can then try setting your desired background.
