deleting apps

for some reason my phone isn’t letting me delete apps. it only gives me the option to remove from home screen or add back to home screen.

iPhone 13 Pro, iOS 16

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
