Steps I have taken include
iPadOS 16.2 on iPad Pro 2018 1TB.

Welcome to Apple Support Communities. So we can clarify, is the setting no longer there? Are you using the native iPad keyboard? Go to Settings > General > Keyboard, and you should see "Predictive" listed under the Keyboard that you are using. If you are using a third-party keyboard, you will need to check with the developer for help with this. More info can be found here:

Settings are all there and set as normal.
The space used by Predictive does not appear either.
