removing apps

Just received the new 14 Pro Max and downloaded the 16.2 update. Trying to clean up my apps and I'm having trouble deleting them permanently. Anyone have a fix?

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
