That setting is related to services provided through your cellular carrier. For instance, this may be related to a cellular plan you have on your iPad. For a Wi-Fi only model, it could be tied to services the company provides other than cellular, like an Apple Music promotion, for example. This may also show up on a device if you have another device (like an iPhone maybe) tied to a carrier that you use the same Apple ID on.
