SyedEhtisham66,

While WhatsApp utilizes iCloud, if the backup was accidentally deleted, there would be no other way to retrieve it.

The process you're referring to is for Apple information stored in iCloud or files directly stored iCloud Drive (this might be different than what WhatsApp uses) that can be restored using the iCloud website: Use iCloud.com to restore and recover iCloud information

If it's not in Recently Deleted or in the folder you mentioned, it cannot be retrieved through iCloud. Your best option would be to reach out to the WhatsApp team directly: Contact WhatsApp

If you have feedback, you can leave that here: Product Feedback - Apple

Take care.

Hello SyedEhtisham66,

Thank you for reaching out in Apple Support Communities. Just to be sure, we recommend to follow the guidance on the website for WhatsApp on how to restore the backup of WhatsApp. Here are the steps they recommend to follow:

"Restore your chat history from an iCloud backup

  1. Verify that an iCloud backup exists in WhatsApp > Settings > Chats > Chat Backup.
  2. If you can see when the last backup was performed, delete and reinstall WhatsApp.
  3. After verifying your phone number, follow the prompts to restore your chat history.

Note:

  • You must be signed in with the Apple ID you use to access iCloud and iCloud Drive must be turned on.
  • There must be enough free space on both your iCloud and iPhone. You need to have at least 2.05 times the space available in your iCloud account and on your phone than the actual size of your backup.
  • The phone number used for backing up and restoring must be the same. You can't restore the chat history from another WhatsApp account.
  • Because backups are tied to individual phone numbers, it is possible to have backups for multiple WhatsApp accounts stored in the same iCloud account."

These steps are outlined here for you to reference: How to restore your chat history

In addition to that, if the backup cannot be restored you'll want to follow these next steps:

"Can't restore a backup

If you're unable to restore an iCloud backup:

  • Verify you're attempting to restore data from the same phone number and iCloud account that the backup was created on.
  • If you’re restoring an end-to-end encrypted backup, you’re using the correct password or key.
  • Verify there's enough space on your iPhone to restore the backup. You need to have at least 2.05 times the space available in your iCloud account and on your phone than the actual size of your backup.
  • If the backup was created using iCloud Drive, you’ll only be able to restore that backup on an iPhone with iOS 12 or newer.
  • If you've turned on iCloud Drive for any device using your Apple ID, you won't be able to restore data on your iPhone unless it has iOS 12 or newer.
  • Attempt the restoration from a different network. Preferably the network you connect to the most.
  • Turn iCloud Drive off and back on. Go to iPhone Settings > tap your name > iCloud > turn iCloud Drive off and on.
  • Sign out of iCloud and restart your iPhone by turning it off and on. Then, sign back in to iCloud and try the restore again."

These steps are outlined here: Can’t create or restore an iCloud backup

Best regards.
