I have never noticed the volume buttons on my iPhone changing the volume of whatever is playing on my Apple TV- I was trying to watch a video on my phone, while the apple TV was on, and the volume buttons would not adjust the volume on my phone, and will only change the volume of the TV.
How do I disconnect the iPhone volume buttons from controlling the apple TV, without turning off the bluetooth on my iphone?

It seems like your iPhone is controlling the volume of your Apple TV and you are wanting to stop that feature, right? When watching content on your phone, are you also simultaneously using AirPlay to stream content to your Apple TV? Take a look at this article on controlling your Apple TV using your iOS device:

You can also make sure that the phone and Apple TV are not connected by launching Control Center and click on the AirPlay logo then selecting your iPhone. That will make sure your iPhone is controlling volume on locally.

I have this same issue and I can say that in my case I am NOT airplaying anything from my phone to my TV. I have something playing on appletv (can be from appletv app, Netflix , Hulu, it doesn’t matter) and on my phone watching something else, and the volume button on my phone will control the tvs volume, not my phones.
if I go to the airplay logo and select my phone then it acts as normal BUT since. I never connected my phone in the first place, it shouldn’t need to be disconnected. This only started occurring for me with iOS 16
