iPad Air 2

Haven’t used for a few years, want to reset and give to my family to use. It seems to be locked up and cannot connect to the Apple ID server. Is there a way to do hard reset or to connect to Apple ID server?

I think it needs to be done via iTunes restore on a PC or Mac, for download and install of latest compatible iPadOS.
