I’m trying to reply to specific message in a group text with in line message. When I click and hold the message, I don’t receive the option to reply. It only shows copy, translate, or more. The more only gives me the option to delete or forward the message. Is there somewhere that I need to turn on the option for in line messaging replies?

The availability of this feature will depend on the type of message thread you're attempting to reply in. What is the difference between iMessage and SMS/MMS? covers the different message types.
This option would be available in iMessage individual or group threads. The "Reply to a specific message in a conversation" section of Send and receive messages on iPhone has this information for you.
"People can respond inline as long as they’re using an iPhone, iPad, iPod touch, or Mac and have iMessage turned on."
