Disabled ICloud/ITunes Account

How come when I try to do something with the App Store or upgrade my storage on my phone, it says I can’t because my account is disabled?

It is usually a billing-related issue. This is primarily a user-to-user support forum; other Apple users like you. You will need to contact Apple Support.
