Cant download Procreate despite having latest OS (iPadOS16.2) on my iPad 7.

I have an iPad 7. I recently updated my operating system software to the latest, IPadOS16.2. I then tried to purchase Procreate from the App Store. It won’t install and gives me the message “Procreate requires at least iOS15.4 to install.”

Check Settings > General > Software Update. Confirm there that in fact iPadOS 16.2 did install correctly.
