iPhone unavailable, but I didn't even try to enter passcode

This has happened periodically for a while, but this was the first time that I got the "try again in 1 hour" message. I know my passcode, and I mostly use face id anyway. But this time, and past times also, the phone was in my pocket. I used it before I put it in my pocket. No problem. Then I take it out of my pocket 20 minutes later, and "iPhone unavailable". I'm not interested in erasing my phone, and I can wait. This time. But I can imagine a situation where using my phone would be critical, although no an emergency. What is going on? Why is this happening?

I have a 14pro running 16.2.

I contacted support. They said the same thing had been happening to them. They said they turned off "Raise to Wake" and that stopped the problem. I did the same thing, and we'll see. This means that "raise to wake" makes the phone think you're trying to log in, probably with face id, when the phone shakes around in your pocket. I would think they could correct this problem. I like "raise to wake," but not if it becomes "raise and we'll turn off your phone for an hour."
