Just upgraded my OS from Catalina to Monterey.
Software update shows new loops available for GarageBand. I don't use GarageBand, but if I download these, will Logic be able to access them?

You don't need to enable access. Logic, on boot, automatically looks in the default location for installed Garageband content and it will populate in the instrument menu and loops in Logic.
