I need to update my phone and I don’t have a Mac computer. Can I do it on the computer that I do have if so how

I need to update my iPhone 7 so I can connect an Apple Watch. I have deleted lots of data. Still need more room. I need to use my computer but I don’t have a Mac. Is it possible to do on a non Mac computer. If so how
