When I go to purchase in game stuff it says purchase can not be completed and I have tried everything I signed out of my apple store and logged back in I tried changing my region nothing is working
please help

Thanks for posting here in Apple Support Communities. Changing your region won't help you make in-app purchases. Have you verified that your billing information is correct? If so please see: Buy additional app features with in-app purchases and subscriptions
Another thing that may prevent you from making purchases is if you have restrictions enabled on your device.
