A Smart Album is like a saved search. According to Apple's own help documents, "A Smart Album automatically gathers and displays photos in your library that meet criteria you specify." The user sets up one or more criteria for what photos should be in the Smart Album; Photos searches for photos that match the criteria and displayed them in that Smart Album.
You can create a Smart Album that identifies photos not in any Album as follows:
From the File menu, choose "New Smart Album..."
In the resulting dialog box, give the Smart Album the name of your choice and the criterion "Album", "is not", "Any".
