I got AirPods 2nd Generation and I realized that they are not linked to my account. Is there a way to link them to your account or do you need to have a apple product?

You can use them as BlueTooth earbuds with any device that supports Bluetooth, but you can’t link them to an Apple ID without at least one iOS or MacOS product.
