My IPhone 11 was charging with a HeyDay charger into my HP Chromebook. Usually I get a notification to allow photos and click the button and it would go away. The button however is stuck on my screen and I can not click it or anything else on my phone. Should I restart my phone? How?

restart the iPhone ie power off/on,
