Time Machine on my iMac won't backup properly because of Splunk.

If it is an Application —uninstall it

Use your Spotlight search if in doubt...Command Spacebar

If you installed any third party— third party Antivirus, Cleaners, Optimizers, VPN, speeder uppers....

all known to cause issue on the macOS and advised to uninstall.

Aggregator sites are well known to install PUP's. and not advised to use their services.
