Trying to restore an I phone but to log into my iCloud account the verification code I need is being sent to my Apple Watch. The problem is the Watch is only displaying 5 of the digits I need to enter my two factor code. Is there a setting or way on the Apple Watch to view the full 6 digit code? When I click ok and then go into the Notification Center I don’t see anything.

The Apple Watch isn't intended to be a trusted device to receive a two-factor verification code. It sounds like this notification is somehow coming from your iPhone which would be a trusted device. Are you able to choose to get an SMS or phone call as described in this article: Get a verification code and sign in with two-factor authentication.
