I have been trying to update to macOS Monterey but can’t even though I change my iCloud storage plan (200 GM)

icloud storage is not a factor when one needs space on the local harddrive to install a new os, if there is not enough local storage you need to free some up

You will need an early 2015 or later MacBook Air to upgrade to Monterey. If your MacBook Air is a 2018 or newer model, Monterey will no longer be offered in the Software Update panel as Ventura 13.1 would appear.
