Probably not, since the SIM card is missing, the phone would need to somehow be connected to Wi-Fi automatically for its Internet connection. The chances of the phone automatically connecting to another Wi-Fi network are about zero.

If the phone shows "Offline", it has no Internet connection so it cannot broadcast its location information.
