Recently updates to Ventura 13.1 and now Photos won

I have a 2019 iMac 27" Retna 5k and it recently updated to Venture 13.1. Since the update I have not been able to open Photos. When I attempted to open it showed "Restoring...0%" and sat there for hours at 0%.I forced quit and then I tried to create a new library and that just got stuck for hours at 0%. Then I tried to repair the library and it went for 0-98% in about 5 minutes and then sat at 98% for 2 days. I have full administrative permission on the drive. The library is on the iMac hard drive which has >2TB free. The library is 158GB and does contain some RAW images.

I was reading some other post about restoring the application thinking that perhaps it became corrupt. A suggestion on that board was to restart the computer. Low and behold after restarting the iMac everything appears to be working fine now!
