Troubleshooting Deleted Contacts:

Enable Contacts in iCloud:

Set up and enable Contacts in the iCloud settings on your iPhone.  Go Here: Set Up and Use iCloud Contacts - Apple Support. If you have another device associated to this account, then enable Contacts in iCloud on that device too. All should presumably sync.

Restore from a Backup:

Do you have a backup of your iPhone, prior to all of this? If so, restore your iPhonefrom it.

Retrieving Contacts:

Check Other Device's Contacts App:

• If Contacts was enabled on your other devices (i.e. Mac) along with your iPhone, then check and see if the Contacts app is enabled on it. Start up your device, not connecting to the Internet, and open the Contacts app. Then, perform an export: Export or Archive Contacts in Contacts on Mac - Apple Support
• IMPORTANT: Be certain you do not connect to the Internet while booting up, as syncing would delete it. So, power off your router to avoid the connection. Go here to Learn how to Export it: Import or Export Mailboxes in Mail on Mac - Apple Support
