Boot Camp Assistant skipping an entire step ; need help

(iMac not Macbook Pro) 🖥️

When I try to install bootcamp, it goes from the introduction screen to select tasks (Install Windows 10 or later version, Download the latest Windows support software from Apple, Create a Windows 10 or later install disk). Because of this, I cannot install bootcamp because all it says is "Need 64-bit Windows 10 Installation USB drive or DVD."

I've already installed the correct windows ISO file, and have a 128 USB flashdrive with 1TB of space left on the computer. However, I cannot download windows 10 because it skips the second step and most important step in the assistant. (Pic of the missing step attached)
