I have an iphone8 but i couldnt update my softwear version into a higher than 12.3.1
because evrytime i install other apps always says need to requires IOS13.4 or later in order to download any apps in the apple store. what should i do?

The current stable release of iOS including bug fixes, security updates is iOS 16.2
